Reports received fall into 3 categories dealing with:

the Tang, .g. closing of branches, tyrannical treatment of members.
Joining up with weak peoples.
Those expelled from territories or imprisoned. The following resolutions will be put before the full
Committee:

1.
Method B In the South Seas (Straits Settlements,
N.E.I. etc.) the Tang cannot act openly and must do so
secretly, as follows:
(a) If the Tang cannot carry on according to regulation,
it must report to the Government (Canton Govt.)
(b) Local branches are to give a secret address to which
communications can be sent.
(c) If the branch cannot issue the proper certificate to
The members, it may issue a temporary one. form is to be reported to the Govt. and a proper certificate will be issued on the return of the member to China.
(d) If receipts by branches cannot be stamped with the
regulation receipt stamps, the Govt. is to be informed.
2.
Penalties for opposition.
Opponents of the revolutionary party (e.g. members of the Society for the Restoration of the Emperor and spies of imperialistic govts.) frequently kill our members, lay false accusations against them, and act in a way which damages the Tang. The Govt. will be requested to punish them if they have returned home or to confiscate their property if they
remain abroad.
3. The Govt. should send more officers to branches
overseas to stir them up to greater activity.
