The Imperial Shipping Committee have been considering

the question of the policy to be pursued in regard to the

development of Hong Kong Harbour which you referred to

them in March last. We have heard evidence from some ten

witnesses, including the past and present engineers of

the port, commercial interests, and the Consul General at

Canton. We have held several discussions in Committee

on this evidence, but some more investigation of particular

points is necessary before we can present a reasoned

report. This we hope to do early in the autumn, but

meanwhile it may be helpful if we indicate certain interim

conclusions at which we have arrived. They are in the

JSURE

enclosed memorandum.

It is not probable that any further

enquiry on our part will vary these conclusions although Rt. Hon. L.S. Amery, M.F.,
