as to the interpretation of the Article. circumstances, it would not appear that the proposals could usefully be pursued pending the results of such a conference, and it is proposed that an interim reply to this effect should be sent to the Governor, Add in each case that a copy of this letter is being sent to the other Service Departments and to the E.0. and the C.I.D. (b) Band copy above with copy enclosures to F.0. and C.I.D. Secret L.F.
There are two outstanding points. In 7289 and the Governor asked for a copy of a 1920 W. 0.memorandum on the defence of Hong Kong. We do not appear to have a copy with our papers and perhaps the Private Secretary might be asked to obtain two copies for us, one to be retained in the Department and one to be sent to the

In the despatch in 6631 it will be noticed that in paragraph 6 the Governor refers to a paper entitled "Notes on proposals for Air Bagse at Hong Kong". It is not clear whether this is a C.I.D. paper or whether it is merely an Air Ministry departmental memorandum. In any case we do not appear to have been given a copy and the Private Secretary might be asked to obtain a copy
of this also for the Department.
