With reference to your letter of 24th August

16325/26) forwarding copy of a further telegram
from the Governor of Hong Kong with respect to the
question of the recognition of Hong Kong Passenger
Certificates, I am directed by the Board of Trade to
state, for the information of Mr. Secretary Amery, that
they fear there will be considerable difficulty in
obtaining on the terms indicated the services of a surveyor suitable to fill the post of Assistant Marine
Surveyor. The Governor appears to assume that the Board
will be in a position to select an officer already
trained and competent to make surveys and to approve
load lines and water-tight sub-division arrangements.
It is most unlikely, in the Board's opinion, that such
an officer could be found except from among their own
staff, and having regard to the small salary offered,
