of information being extremely limited we should if possible send out to Shanghai one or even two reliable Sikh agents to work in direct contact with the Assistant Commissioner in charge of Sikh Police.

The weakest link in the chain is Hong Kong, where

in spite of the political importance of Canton no centralised provision exists for the systematic collection of political information. The police are willing to do what they can to help us, but the time which they are able to spare from criminal work and police routine is limited. In a previous report I dealt with this at some length and suggested that we should endeavour to find a suitable agent for employment in Canton.

At Singapore there is therecently created appointment of Director of Political Intelligence, who se duty it is to collect and co-ordinate information received from India, Malaya, South China, Indo-China,

Siam and the Dutch East Indies. He has no executive

staff of his own and works in conjunction with the C.I.D's of the Straits Settlements and the Federated Malay States.

On account of the central position of Singapore and its

growing importance this appointment should prove of

considerable value to the Intelligence Bureau. Both at Singapore and Kuala Lumpur provision exists for

the collection of information regarding Indian suspects,

but the personnel is inadequate and India will shortly

be asked to lend the services of two or three trained

officers for confidential work.
