Dear Mr. Petrie,

Though I have nothing to report to you from Peking about seditious Indians you will probably be glad to receive a brief report on conditions in North China with particular reference to the progress of

Soviet propaganda.

The chief characters who have held the military stage in North China from 1922 onwards are - (1) Marshal Chang Tso Lin, military governor of Fengtien

and Inspector General of the Three Eastern Provinces who now rules Manchuria as an independent province. (2) Wu Pei Fu, the generalissimo of the 'Chihli party'

and

(3) Feng Yu Hsiang, the 'Christian' general,

of defence of the North West Frontier.

In 1922 the Anfu Manchurian coalition headed

by Tuan Chi Jui and Marshal Chang Tso Lin and backed by Japan was defeated by the Chihli party under Tsao Kun and u Pei Fu. Chang Tso Lin then retired to Manchuria and set to work to build up a great army and collect

the sinews of war.

A prominent part, in the defeat of Chang Tso Lin had been taken by the divisional commander Feng Yu Hsiang, one of whose brigades had turned the flank of the enemy almost under the walls of Peking. For

this service Feng was rewarded by being made Governor

of Honan.

In the autumn of 1924 hostilities were

renewed and Wu Pei Fu was sent north by President

Tsao Kun to give battle to the Manchurian war-lord.

Feng Yu Hsiang, to whom had been allotted the command

of the Third Army, suddenly turned traitor took
