On account of the diverse racial characteristic of the inhabitants of the Malayan Peninsula anything like representative goverment is out of thequestion and the administration must continue to be largely centralised and to retain wide executive powers. The material is ready for the Bolshevik propagandist to work upon provided he has access to it, but if due vigilance is observed by the authorities Malaya should be safe from serious political trouble for many years to come.
