The offer was made, probably with the approval of
Dr. Sun Yat Sen, by a renegade Canadian Jew in the
republican leader's employ. The Consul-General did not
take the offer very seriously and the proposal was dropped.
The incident is of interest as suggesting that Dr. Sun
had not created his military academy under Bolshevik
influence). The defeat of the Yunnanese increased the
popularity of the Russians very considerably and gave them a
much eurer footing in the provincial administration,
Moreover, their renunciation of their rights as Europeans in
China, their condemnation of the unequal treaties' and their
treatment of the Chinamen as equal were very flattering to
Chinese self-esteem and tended to increase the respect in
which they were held by the Cantonese and to strengthen their
political influence at Canton. This is reflected in the
imposition of certain irregular tariffe at Canton even
before the Hay disturbances. In flat disregard of all
existing treaties an illegal tax was imposed on oil and
flour with the obvious intention of affirming China's
independence in the matter of tariffs and her rejection of the
existing 'unequal treaties'. The Shanghai riots were
followed by a sympathetic strike in Canton. It was not a
big affair, the resources at the disposal of the strikers
were alender, and in all probability there would have been
an early return to normal conditions but for the
unfortunate incident at Shameen on the 23rd June, when some
Chinese troops in a big procession wantonly fired on the
British Concession, killing a French subject. The fire was
immediately returned and numerous casualties were inflicted
among the Chinese. The strike now took on a new lease of
life. Funds began to pour in from all quarters and in a
short time a powerful strike committee assumed partial control of the functions of the National Government of Canton.
