Dear Grindle,
I gather from your letter of 20th March, 0.5827, to the Foreign Office, that there is a possibility of the India Office being asked to arrange that shipments of rice from Rangoon to Canton should only be permitted on condition that the rice is imported into Canton on British
ships.
In order that we may be in a position to deal with such a request if it should come to us, I should be obliged if you would let me know what are the arguments in favour of the course suggested.
