I have, etc., to ack. the
receipt of your despatch No. 267 of the 17th
June 1926, submitting an Ordinance to amend
the law relating to the Post Office, and
to inform you that I am advised that it
would appear that the "clubbed packet"
system for which provision is made in the
Ordinance, infringes Article 34(3) of
the Postal Union Convention of Stockholm,
unless there is a definite agreement
between the postal authorities in China
and in the Colony, to allow the operation
of this system in their respective
territories.
2.
I should be glad to be informed
whether any such agreement exists and if
not whether you consider it desirable to
approach the Chinese authorities with the
object of concluding such an agreement.
In the meantime I propose to defer
