I have, etc., to inform you
that my attention has been drawn to a
statement by Mr. Choo Kia Peng in the
Federal Council on the 13th December
last, (page 50 of the Proceedings
forwarded with your F.M.S. despatch
No.108 of the 28th of February), in
regard to the arrangements for the
termination of the "clubbed packet"
system for the transmission of postal
matter between Malaya and China.

In this connection I enclose
for your consideration,
the accompanying
copies of Hong Kong Ordinance No. 7 of
1926, a letter from the G.P.0. dated
the 16th October 1926, and a despatch
whibh I have now sent to the Governor
of Hong Kong.
