To-day "New York Times", "New York World", "Baltimore

Sun" and "Washington Post' devote leading articles to

commenting upon memorandum published by His Majesty's

Government announcing their future policy towards China.

The first three journals approve liberality of outlook which this announcement displays; "New York Times" pointing out that policy enunciated therein is in line with re-

peated explanations given in Parliament by yourself and Lord Balfour and puts an end to illusion that foreign power":

are eager to dismember and diapoll Chine. Same newspaper sees in memorandum an inclination to place British money on Cantonese horse" whilst "Baltimore Sun' argues that Hie Majesty's Government have now virtually destroyed myth that Powers are prepared to act in concert where China is con-

cerned. At the same time neither "New York Times" nor

"Baltimore re" consider it likely that any other great power will ospouse an opposite course to that now advocated by His Majesty's Government.

*Washington Post" on the other hand ascribes this "change of front" on the part of His Majesty's Government to "success of new conciliatory move and deep seated hatred,

of Great Britain" adding that "unctuous hypocrisy of British memorandum will not deceive China.
