Shanghai telegram No. 36 (of December 3rd).

It was not our intention to accord immediate recognition to Canton, a matter which would require vory careful consideration. The object of our enquiry of ilr. Brenan was to ascertain exactly how far we were already committed, if at all.

We will consider whether it is possible to give you any wider latitude then was already sanctioned in the general verbal instructions conveyed to you before your departure from London, We would however prefer first to have your observations end views on the general line of policy and procedure which has been proposed to you in our telegram No. 31 to Shanghai (of December 2nd).

It will probably in any case be possible for you to decide only after you have got into touch with the Cantonese authorities at Hankow whether it is wise to take the line of telling them that we will only tolerate their going up to a certain point wherever that point may be, You will have seen
