Local representative informs me that London directors have approved his attitude and that he is not prepered to entertain question of strike pay. Solution proposed in your telegram is not practicable as there is no such body at present. Situation is further complicated by fact that factories cannot be re-opened for some time owing to inability of authorities to afford protection to foreigners.
