In my despatches No, 59% of March 1st and 1019 of June 1st, I had the honour to sell your attention to the strong feelings of onposition which some of the notions of Monsieur Varenne, the Governor Generel of Indo-China, þad aroused in certain sections of public opinion in Franoe. During the Parliamentary recess, the agitation against konsieur Varenne in the presK died down, but consequent upon the Governor General's visit to Prɛnse, which was referred to in my despatah No. 2040 of November 1st, it has once more come into evidence, and more tha rì one newspaper of the Right and, in particular, the "Libertɗ"
The avowed. has been setively attacking konsisur Varenne,
object of the "Liberté"is to prevent the return of the Governor General to Indo-Chin and to insist upoș the appoint- ment of a guocessor whose political views are mors in accordance
with its own,

With this and in view, the "Liberté" has not hesitated to make a series of grave accusations against Mongieur Varenne, who is denounced as having encouraged to a dangerous extent the growth of a nationalist spirit amongst the Annamites and thereby having gravely compromised the position of France in Indo-China.
