Canton telegram No. 111.
Senior Minister has now circulated with an
expression of his personal approval new draft (text
of which is contained in my immediately following telegram) of reply to Canton Minister for Foreign Affairs submitted by United States Minister on the
grounds that former draft outlined in my telegram
No. 465 "did not reach essentials of issues raised
in Mr. Chen's letter to Senior Consul". I have
minuted circular that I am awaiting instructions.
Addressed to Foreign Office No. 478, repeated
