Eugene Chan and other high officials from Canton arrive here shortly and I learn that they will at once put in force levy of 21% on all goods and 5% on luxuries to be collected by Customs if they will undertake it; if we agree all will be peace but if we object boycott will ensue which although not declared will be equally effective.
Repeated to Foreign Office No. 68 and Shanghai.
