Persian opium was illictly exported to China yet only 14 tons was seized. Under the heading of Shanghai reports it will be seen that Persian opium once it leaves Bushire, rarely reaches the port of so-called clestina- tion, but is re-shipped at sea along the China coast. See the Ezra opium case in which Turkish opium valued at $1,290,000 bound for Vladivostok, was unloaded outside Shanghai and smuggled by arrangement into China, also 350 cases of Persian opium from Bushire for Vladivostok on the "Promethian" which never arrived there.
NARCOTIC DRUGS REVIEW
There are no indications that the narcotic drugs traffic has decreased during 1925. Customs seizures in 1925 exceeded those of 1924 by about 5.000 ounces. The morphia pill traffic like opium has been encouraged by the disturbed state of the country. Only a few large treaty ports have reported seizures and in the provincial towns owing to wars the morphia traffic has been overlooked. Heroin traffic is in- creasing. Heroin is stronger and more destructive than morphia, but owing to the fact that this drug is free from some of the intestinal and digestive drawbacks of morphia it is becoming very popular. Manu- facturers are pushing it, because of the bigger profits made. Under the reports of the different provinces the extensive use of narcotics is given in detail.

'To complete a twelve months' report since our last issue we must add a seizure of 8,536 ounces of morphia and heroin seized in Shanghai early in 1925 which will bring the total for the three ports up to 19.382
ounces.
Germany and Japan almost exclusively possess this clandestine traffic. Since 1923 not an muner of British or American narcotics has been seized in China.
If Customs seizures in Shanghai, Tientsin and Tsingtao are added to the 7,000 ounces of morphia and heroin imported by Government certificate by the so-called Hai Tung pharmacy in Shanghai, and the seizures made by police in Poking, Tientsin and Tsinanfu, somewhere about 40,000 ounces of nareutics can be accounted for. What about the rest of China of which we have only reports of sale and not of seizures?
10,000 oumors would supply the whole of China for a year, if there were no opium and all sickness were feruted on modern lines. The 7,000 ounces of morphia and heroin imported by the Shanghai pharmacy under Govemment certificate has received much publicity and criticism at the League of Nations. The disposal of these drugs involved no method of control, and were in such quantities that legitimate use was hardly possible.
One advance in narcotic control is the institution by the Japanese authorities at 'Tsinanfu of regulations similar to the Dangerous Drugs Act of Great Britain. All Japanese druggists must be registered, and only dispense or dispose of narcotic drugs by prescription, a book must be kept recording every sale, and punishments are detailed for all infringe- ments of the regulations.
