HONG-KONG, Nov. 14.

A commission of seven, including Mr. Eugene Chen (Cantonces Minister for Foreign Affairs), Mr. T. V. Soong (Minister

of Finance), Bun Fo (Communications), and Hou Chien (Justice), is leaving Canton to-morrow for Hankow.

Ostensibly they are going to organize the administration of the new STEAR, but it is believed that their journey is preparatory to the removal of the National Government to Wuchang. The move is partly due to the difficulty of administering the "National" territory from Canton, but it is believed to be also due to a desire to escape the domination! of the Canton Communists, the Hankow people being less advanced. It is reported that Chang Kai-shek, the Cantonese Commander, has strongly urged the move. It may be recalled that recent reports stated that Canton had proved too: uncomfortable for Chang.
