I am informed by the Begrotury of State for Foreign Affairs that the attitude and fore of the British press in China are often such as to render difficult the task of "ultivating friendly relations with the Chinese, and are specially resented by the Cantonese, who interpret irresponsible articles and headlines in the local press an expressionr of the views of His Majesty's Goverment, and have made use of them in their own anti-British campaign with considerable affast. I therefore venture to remind you of the complaints of the Cantonese as to the hostility encountered by them in the British press in China, and their anxiety to secure a censation of what they temR "anti-southern propaganda".
