With reference to your letter 14659/26 of the 14th ultimo containing a suggestion that an agreement between Canada and Eong- Kong relating to the insurance of parcel post should be registered with the Secretariat by the League of llations, I am directed by Secretary Sir Austen Chamberlain to transmit to you
herewith a copy of a letter from the Dominions Office of the
17th Kay last and to refer to the Report No. 2, dated the 14th
June, of the Committee on Questions affecting Inter-Imperial
Relations, on which your department was represented.
2. In returning the original Parcel Post Agreement between
Janada and Hong-Kong for preservation in the archives of the
Colonial Office, I am to point out that Article 18 of the Covenant
of the League of Nations should not be regarded as applicable to
inter-Imperial agreements or arrangements.
