Sir,

I have the honour to seknowledge the receipt of your Sourat despatak of the lat June, in which you ask for definite guidance as to the policy of His Zajesty's Goverment towards Jolshevise in China, and to convey to you an expression of my regret that the despatch foreshadowed in my talagras of the 4th - arch has been doinyed,
