In another connection, we have already accepted the principle that circumstances may demand agreement with the provincial authorities independently of a Central Government, and we are now engaged in negotiating a settlement of the Shanghai questions with the militarist Sun Chuan-fang. A fortiori, we must also settle with Canton, if we can.

As to the technical aspect of the question, it is to be remarked that Canton has not yet asked for de jure recognition (see Hong Kong telegram of the 6th June). of July, whether authentic or not, accords well with what we know of the present attitude of the Cantonese, who seem to be more concerned with obtaining withdrawal of recognition from Peking than with being recognised themselves :-

CANTON'S CLAIMS.
"Eugene Chen, the Canton Minister, writing to the United States consul in Canton regarding recognition, says: While my Government demands that it be treated with respect, it neither desires nor expects from America and other foreign Powers that sort of recognition which even considerations of inter. national dignity have not prevented them from granting to the phantom Governments successively set up in Peking by the mandarin squeezers, militar plunderers, and ex-bandit chiefs. The foreign Powers apparently have not yet realised that Peking has long ceased to represent the Chinese nation, and that it is to-day an organ of exploitation and plunder in the hands of a mandarinate and northern militarists. As long as this fundamental fact remains ungrasped by foreign Powers, the state of China must necessarily worsen, and some of the ominous possibilities of the situation may well become realities.'
'Hong Kong delegates are going to Canton on the 15th July to open a conference on the boycott."
The position of His Majesty's Government is that on matters of local importan they are prepared to treat, through His Majesty's consul-general, with the present Government of Canton, just as they were with its predecessors, and will presumably be with its successors. But, however the Cantonese may choose to describe their Government. His Majesty's Government recognise it only as the Provincial Administration of Kwangtung. It should not be difficult to maintain this attitude until circumstances require us to change it.
