I have the honour to inform you that my Government is
ready to enter into negotiation with the Government of
Hongkong regarding the Canton-Hongkong strike.
My Government is prepared to appoint three Delegates with planipotentiary powers; and it believes that the
Goverment of Hongkong will deem it advisable also to
appoint the same number of Delegates with like powers to
conduct the negotiations on its behalf.
