I have the nonour to forward herewith in original

a letter addressed to Your Excellency by Mr. Eugene Chen,

the Loting Minister for Foreign affairs in the Cantos

Nationalist Government.

With reference to the contents of the letter, which

concern the appointment of delegates for negotiating a

settlement of the Canton Hongkong strike, I have been

informed privately by Mr. Chen that the Canton delegates

would be himself, the Minister of Finance Mr. T. V. Soong,

and the Minister for Labour Mr. Ch'an Kung-po.
