The omission of any reference to debt may, however, raise the question of relevancy of last paragraph relating to railways, and it would therefore seen preferable to press for the insertion of the words "including measures directed towards the eventual abolition of likin", after the words "facilities of trade".

In conclusion, I think His Majesty's Govern-

ment should make some special reservation that, while

they will not object to draft on the lines indicated

and Chinese delegation apply for immediate grant of

Roshington surtaxes, they consider China to be the

chief party concerned and cannot therefore commit

themselves to support the proposals in the draft

ageinst any reasonable alternative plans or modifice-

tions which the Chinese government may put forward.
