I felt in any oase that the problem was one not so much of defence as of providing facilities for the provisioning of and communications with the boycotted British eommunities in the South - a problem which would have to be left to the discretion of the Commander-in-Chief and the Hongkong Authorities whom I felt would be both able and willing to deal with any situation which might arise as in the case of Swatow last summer.
