Secret. Willingdon Mission is intended as a gesture of friendship towards the Chinese people as a whole and His Majesty's Government after carefully considering the proposals in your telegrams of 18th and 22nd March feel that it is undesirable that the Mission should be

Ε used as lever in the dispute with Canton. His Majesty's Government agree however that Lord Willingdon must be guided by the advice given by you and His Majesty's Consul General in determining whether the Mission should visit Canton and that it will be necessary for you both to be consulted before any such decision is taken. Lord Willingdon has been informed that the Mission should not at present visit Canton or Hongkong and I am requesting that in the event of the matter being raised again my views should immediately be sought.
