With reference to your letter C 6309/26 of March 23rd I am directed by Secretary Sir Austen Chamberlain to state that he has given careful consideration to the views therein expressed regarding the visit of Lord Willingdon's Chine Indemnity Delegation to Hongkong and Canton.
2. At the same time, he hes had to consider the opinion submitted by His Majesty's Minister at Peking in his telegram No.126 of March 23rd, and has accordingly telegraphed in reply (Foreign Office telegram to Feling To.105 of March 25th) that for the present Lord Willingdon's delegation should visit neither Hongkong nor canton. Copies of this correspondence were forwarded to your department in Foreign Office letter F 1252/1/10 of Merch 6th.
3. Lord Willingdon's mission is intended to be a gesture of friend ship towards the Chinese people as a whole; and it is
desirable that it should be utilised as a lever in the Canton-Hongkong dispute. It is hoped, however, that recent events in Canton will lead to an improvement in the position there, end will make it possible for the delegation to visit both Hongkong and Canton in due course.
