No. 12.

НИИПИЛИИИИИИНИНОТИИИИИИНА

Successor to Borodin, who has made himself most objectionable, along with Russian head of aviation, Remy, and certain Chinese communists having plotted to drive out by gun-boats and air- craft General Chiang from Whampoa, the latter two days ago took counter measures, arresting the Chinese concemed, strike leaders and sundry Russiens.

The General, supported by 0,0 Chupeite, Kuyingfen and Lichihsin, has now decided to drive out all Russians and communists by force and a tele- gram has been sent to Sunfo to return from Shanghai immediately. Wangchingwei and T.V. Sung, who are both anti-Bolshevik, whilst opposed to drastic measures, are likely to come round, as will Tanyenkai, who is neutral for the moment.

With this majority, Chiang should prove success- ful, and after Russians etc., have been dealt with the strike is likely to come to an end.

Addressed to Foreign Office No.12, repeated to Peking No.29.
