Following telegram just received from Canton
delayed four days in transmission owing to faulty
wireless communication.

Owing to constant interference with cargo between ship and shore by strike committee commissioner of customs after repeated warnings has informed superinten- dent that loading and discharging of all steamers in the port will remain suspended with effect from Monday February 22nd. Ships will be entered but permite for shipment and discharge of cargo and passengers baggage
will be withheld.
Official consuls after discussing matter with the commissioner have agreed to telegraph to their legations supporting proposed action and asking for instructions as to attitude to be assumed.
They do so on the ground that strike committee is unwarrantably infringing treaties with China and arro- gating to themselves functions of government.
