Your letter of the 3rd Rovember about aircraft flying over Hongkong. You will see that in the penultimat paragraph of his letter of the 28th October Falkin said that the Fong Kong Aircraft ordinance 1912 "would only come in if the aeroplane flew over Hong Kong without dropping bomba and in the absence of any regulations nade “İnder Section 4 (2) I think it would be difficult to justify firing on the aeroplane in the circumstances," If this is the case it seems to us that the sooner regulations are made under Section 4 (2) the better

it will be, and we propose to ask the Governor if he has not already issued regulations to do so so soon as possible.

If you agree, we should be grateful if you would supply us with a model draft. You will see that the regulations must (1) designate the officer to make the signals (2) prescribe the signals to be made (3) prescribe the action to be taken by the aircraft when such signals
