Canton at earliest possible date. Care
should be taken to emphasise aloofness from
losal politics, but it is essential that
they should go from Hongkong to Canton in a
British vessel, possibly a destroyer, and
without any hindrance from the Cantonese.

him to take full account of the almost un-
bearable strain to which Hongkong has been
subjected, of the courage with which it has

is due to Hongkong susceptibilities in these

circumstances. It is indeed only after
most serious consideration and on balance of
the disadvantages of the two alternatives
that after consultation with my colleagues

Canton by his mission whilst the boycott is
still enforced.
