Hr. Duncan called yesterday and left
with me this cutting from the Times, which he
thinks bears out the point he tried to make at
our recent Conference as to the desirability
of a quiet and unobtrusive enquiry being
conducted into the possibilities of developing
Whampoa as a competitor to Hong Kong.
In this connection, please see also
the annexed extract from the Governor's secret
despatch of the 24th of December which has just
come in, and also the extracts from Mr. Fletcher's
Diary of his visit to Canton which formed the
enclosure to that despatch. In spite of Sir
E. Stubbs' confident opinion to the contrary,
there does undoubtedly seem to be a possibility
that a large part of the trade of Hong Kong
may be permanently diverted to Canton.
