Reclamation unsuitable as a site for quay walls and other shipping facilities for the following reasons:-

(a) because, from a financial point of view, such work

might interfere with the full carrying out of the

Hung Hom Bay scheme;

(b) because, it being an extension of an existing

promontory, they anticipate that the accentuation of tidal currents caused thereby would hamper

shipping at the proposed new quays; and (c) that wave-action caused by a strong N.E. wind,

particularly during the passage of a typhoon, would

be deflected so as to be detrimental to the quays at

Hung Hom Bay.

3. Objection (a) appears to be due to misunder-

standing, as there is, I am informed, no intention on the

part of the Hong Kong Government to postpone or curtail

the Hung Hom Bay Works on account of the North Point

Reclamation. Furthermore, the two schemes are, I

gather, designed to serve

different ends, the former

being to provide facilities for the loading and discharge

of deep-draft vessels from Europe and America, while the

latter primarily makes provision for coasting steamers

and for the light ers which land cargo intended for use

in the Colony.

I should be inclined to recommend, in the

interests of economy, that this distinction be borne in

mind when designing the North Point works.

4. The question then arises as to whether there is

& definite need for this accommodation for coasting and

local craft.

The Director of Public Works has shown very

clearly and convincingly in his Minute of 7/3/23 that
