telegram to Treasury, referring to their letter re fusing
to guarantee the loan and saying that the
Secretary of State had hoped it would not be necessary
to ask the Lords Commissioners to reconsider the
matter, but that as things have not improved in
Hong Kong as quickly as we had hoped, Mr.Amery is very much afraid he may have to ask for the whole
