Gentlemen,
With reference to your letter of the 7th of January No.F.254/11 I am directed by r.Secretary amery to transmit to you the accompanying copies of the notes of the meeting which was held at this office on the 8th of January to discuss Hong Kong Port Development policy, together with revised copios of the memorandum which formed the enclosure to the letter from this Department of the 4th of January. Copies of a letter dated the 11th of April 1923 from Mr.S.H.Ellis (Chief Civil Engineer to Mesars Alfred Holt & Co.,) which has been supplied by Mr.Duncan, of a memorandum which has been prepared in this Department in regard to the possibility of the trade of long Kong being permanently diverted to neighbouring Chinese ports, and of a despatch which is being addressed to the Governor of long
