14. The views of the Consulting Engineers (see paragraphs 7-9 above) were communicated to the Governor 1: October 1922. In the Governor's despatch dated March

1924 (proposing the formation of the Port Development Department) "an extensive reclamation at North Point which will in due course be extended to Quarry Bay" was referred to among the works then in progress.

again mentioned incidentally in a despatch dated August 24 (in regard to Mr.Duncan's salary). But it was not till February 1925 (in a further despatch about Mr.Duncan) that any precise details were given. In that despatch it was stated that:-
"The agreement originally made with this Syndicate provided for the construction of an ordinary seɛ wall based on a rubble mound, in no great depth of water with piece projecting from it. Shortly afterwards in consequence of the growing demand for berthing space.... it was decided that a vertical deep sea wall should be constructed at North Point, and after mich bargaining Mr.Kwik Djoen-eng was persuaded to include this area within the new. Scheme."

It will be seen that this decision was directly contrary to the advice of the Consulting Engineers who considered that (1) this area was unsuitable for wharves, and (2) that the construction there of a vertical wall was particularly to be deprecated in view of its probable prejudicial effects on the Hung Hom Bay Scheme.
The Consulting Engineers to whom (see paragraph
13 above) certain further references have been made in regard to these works,
