additional facilities for coasting steamers, local shipping interests, as represented by Mr. Kwik Djoen-Eng, were fully satisfied that the scheme as required and would adequately provide for require- ments. Sir E. Stubbs further stated that in any case the Colony is committed to Mr.Kwik Djoen-Eng to proceed with the extension eastwards of the North Point Scheme as and when circumstances permit.

However in present circumstances the Colony is not in a position to proceed immediately with any of the schemes under contemplation, so that if the Secretary of State feels that the matter should be referred to the Imperial Shipping Committee, no great harm will result from any delay which such a reference would involve.
