Many thanks for your amendments to the draft notes of the Hong Kong Harbour Development Policy meeting, and for the trouble you have taken to supply the doomments recording the views of these with when you discussed this question in the colony. I was sorry that I missed you when you called. I am writing now to let you know that Colonel Carmichael has written to say that he does not recollect your making the statement (which he thinks is rather"strong") which I have marked on page 5
of the draft notes, which I return to you herewith in case you may wish to modify it in any way.
