My dear Faskin;-

I have read the draft notes of the Meeting which was held on January 8th to discuss the Harbour Development Folicy at Hongkong and to the best of Anthony's (to whom I have shewn the draft) and my recollection, they correctly represent what was said as far as we are concerned, except that I didnot mean to imply that the question of professional etiquette would render Er. Duncan's appointment as Consulting Engineer impossible, but only that it would raise considerable difficulties.

I should like to add however, independently

of the record 0: the Meeting, that it does not seem wise to ask the man who drew up the scheme to also vet it as he would have to do if appointed Consulting Engineer.

As I have always understood the matter the object of appointing a Consulting Engineer is to safeguard the Secretary of state and to make sure that any money sanctioned for a scheme is wisely spent.

As I told Grindle we hold no brief for

Coodes and if the Colony is not satisiied with them we could no doubt find another first class firm of

Lngineers/
