I have now prepared a draft reference Imperial Shipping Committee on the Hong Kong harbour development question, but before I

send it on,it would be convenient if I could have

two

guidance on a-fer points.

(1) There is a good deal in the Notes of our Conference and some of the other papers which

we are sending to the Committee which is of a very confidential nature, and which it would be most undesirable to have made public. I do not know whether in the ordinary course the members of the Committee are expected to treat as confidential documents circulated to them for their consideration. If not, perhaps it would be well in this instance to indicate that this is desired.

(2) It will be necessary to have copied practically all the documents which are to be sent to the Committee, and unless we send sufficient copies for distribution to the members of the Committee (presumably they will) have to be recopied.

It would therefore seem more economical to have the

full number of copies which would be required prepared here in the first instance.
