lines. The 2,500 lines will, therefore, allow for a further

three years expansion at the rate of 200 a year, i.e.:-up to

the end of 1931. I suggest that, if possible, the Kowloon

Exchange building be designed to accommodate 5,000 lines

initially, but capable of extension to the ultimate of 10,000

lines. As in the case of the Victoria Exchange and for similar ressons (see paragraph 27) provision should be made for two

additional exchanges in the Kowloon area in the numbering scheme (29). Feek. With new exchanges at Victoria and Kowloon the congestion on the main part of the system will be relieved and etthis stage it will be desirable to allow the administration

e "breathing space" in which to consolidate the working arrange- ments, and it will also give the Maintenance Staff time in which to obtain more experience before further new installation work is undertaken. As already stated the Peak Exchange, although of an old type, is in good condition, and for the foregoing reasons I suggest that it be not converted to Automatic until two years after the completion of the Kowloon Exchange or when it reaches the limit of its cepacity if this
