Hon. Mr. A.G. M. Fletcher, C. M. G., C. B. E.
Colonial Secretary,
HONGKONG.

Sir,
NEW TELEPHONE SYSTEM-
I have the honour to inform you that I have completed
my investigations in this matter and, as requested, I now enclose
a copy of my report for your information. Also, I enclose a copy of a letter which I have addressed to Mr. H.S. Bennett, Acting Manager of the Company, in submitting the report to him.
With regard to the discussion of the report, which you suggested should take place, I shall be glad if this can be arranged at as early a date as possible as I am leaving the Colony on 9th January next.
I would draw your attention to the suggestion in my letter to Mr. Bennett that, in the event of its being decided to
publish the report, the financial statements "A", "B" and "C" be
withheld from publication at any rate until such time as tenders
for the new equipments have been accepted.
I have the honour to be,
Sir,
Your obedient Servant,
(Sgd.) R. W. WEIGHTMAN.
