H. S. Bennett, Esq.,

Acting Manager,

Messrs. Hongkong Telephone Company, Limited,

Present.

Dear Sir,

NEW TELEPHONE SYSTEM.

I have the honour to acknowledge the receipt of

your letter of 9th instant and of your report on the Company's

plant handed to me therewith.

I have now completed my investigations in the matter

and submit herewith my report for your consideration and that

of the Chairman and Board of Directors of your Company.

The Honourable Colonial Secretary on my arrival

requested me to furnish him with a copy of my report. I

have done so accordingly and enclose a copy of a letter I

have addressed to him in the matter.

As the figures of estimated costs which I have

given may influence tenderers if, and when, tenders are

invited, I suggest that, in the event of its being decided

to publish the report, the financial statements "A", "B" and

"C" be withheld from publication.

I am now proceeding with the preparation of a

specification covering the automatic equipments which I have

proposed, and as I am leaving the Colony on 9th January next

I shall be glad if the discussion of the report, which I

understand is desired, shall take place as early as possible.

I wish to take this opportunity of tendering you my

best thanks for the great assistance which you have given me
