TELEGRAM. From the Secretary of State for the Colonies to
the Governor of Hong Kong.

The establishment of an aerodrome at Hong Kong is a matter to which great importance is attached. The bearing of the Washington Treaty however causes difficulty and some delay may ensue before this difficulty can be removed by negotiation with signatory Powers. In view of the altered financial situation I imagine that in any case it would no longer be possible for the Colony at the present time to assume this additional burden. I should be glad to be informed by telegraph whether the estimated cost is still the same (see your despatch 18th February secret para- graph 16) and, in order to ensure that the Kai Tak reclamation area shall be readily available when the moment arrives for constructing an aerodrome, what steps can, in your opinion, be taken, by acquiring an option on the land, or otherwise.
