(3) There is no intention of abandoning essential treaty rights or of negotiating for treaty revision until there is an established Government either of the whole or of part of China which we can properly recognise and deal with. All that is proposed is that we should face facts and

apprciate the difficulties of the transitional period through which China is passing and in order to meet whatever is reasonable in Chinese demands should not stand on the strict letter of such treaty rights as xkich are non-essential and out of date.

(4) The policy recommended in last paragraph of your telegram is impracticable. The Chinese must be left to choose their own form of Government and apart altogether from our treaty obligations we should have no justification for attempting to force upon them a system of regional Governments for which they have not declared. For the reasons stated in my telegram of 4th November a show of force against Canton taxes is equally out of the question.
