Russell-Brown and I were present (General C.C.Luard is away in Japan); and the Committee was unanimously of opinion that, in the case of outrages on the fron- tier of this Colony or of piratical outrages endan- gering the life and liberty of British subjects, effective action is not possible unless full discretion as to the use of armed force is allowed to the Governor the Naval Cottender-in-Chief (or in his absence the Commodore), and the Officer Commanding the Troops acting in co-operation. I, therefore, strongly urge that His Majesty's Government should reconsider this very important matter.
