5. Silk 24/1 by Thursday morning if possible whether in view of this incident you wish to modify your recommendations on the general question. It has been suggested that it will no longer be necessary to prepare specific plan of action since this incident should provide adequate deterrent.

I have learnt with great pleasure of the success of the officers of the "Sunning" in re-capturing their ship and of the gallantry and devotion to duty which they displayed. There is however evidence in your telegram that prescribed precautions were neglected and it is this which deters me from giving public expression (which I should like to do) to the appreciation we all have of the officers action. If you are satisfied that congratula- tions should not be withheld on this account and that there is no risk of any enquiry being prejudiced by premature approval I should be glad if you would convey a message from me to the master and officers of the ship in the sense of the first sentence of this paragraph. If on the other hand you consider that the wisest course would be to defer action you should do so. In that event however I should be glad if you would consider how on suitable opportunity appreciation of the action taken by the officers to redeem their initial errors may be expressed.
