INAUGURATION.

Canton, Nov. 11. As was reported, the Kuomir- tang Joint Conference recently de- cided to create Ministries of Com- munications and Justice, and Messrs. Sun Fo and Hsu Chien were mentioned as heading the new departments. Last evening a mandate was issued by the Government appointing Mr. Sun Fo as Minister of Communications and Mr. Hsu Chien as Minister of Justice. The same mandate orders the abolishing of the Judicial Administrative Com- mittee (hitherto the highest judicial administrative organ in Canton) as soon as the Ministry of Justice be established.

The Nationalist Government issued another mandate evening promulgating the constitution for the provincial government of Kwangtung, which is reorganized. Messrs. Chan Shiu-yan, T. V. Soong, Sun Fo, Hsu Sung-ching, Hau Pak-cheun, Li Chai-sum, Chan Fu-mok, Li Lew-chao, Chau Pei-chen, Mrs. Liao Chung-kai and Kam Nai- kwong are appointed members of the Provincial Government Com- mittee of Kwangtung.

Another mandate orders the abolishing of the posts of com- missioners for different adminis- trative areas of Kwangtung.

The new Provincial Government of Kwangtung will be inaugurat- ed to-morrow morning at the Treasury Building, when the new commissioners will take their oaths of office.-F. A. C.

Seat to be Moved to Wuchang. A bulletin has been issued by the Kuomintang Headquarters to the effect that at the meeting of the Central Committee of Political Affairs on the 8th inst., the deci- sion to transfer the Nationalist Covernment and the Central Party Organisation of the Kuomintang to Wichang was reached and

that these two important steps are to be taken with the least possible delay. The provincial government of Kwangtung has been reogarised and will be duly inaugurated to day. Two new departments have been

created, viz., Judicial and Military.

The provincial will be as follows:

Finance, Mr. T. V. Soong. Communications, Mr. Sun Fo. Education, Mr. Hsu Sung-ching. Agriculture, Mr. Chan Fu-mok. Industry, Mr. Lee Lok-chu. Land, Mr. Chow Pei-kau. Military, General Li Chai-sum. Justice, Mr. George Hsu Chien. These will form the provincial executive committee in which all

will be centralised, the old sectional system being abolished.

Mr. Kam Nai-kwong and Mrs. Liao Chang-kai are to be added to the list.
